It seems that the winds of radical change have blown over the petroleum sector at the hands of Eng. Karim Badawi, Minister of Petroleum and Mineral Resources, who issued several decisions regarding changing the leadership.

The minister began by appointing accountant Amal Tantawi as Vice President of the Authority for Financial and Economic Affairs. A few days later, he issued a decision to transfer Alaa El Batal to the Ministry's General Office in an apparently important position, but some see it as just a place for Alaa El Batal to reside until he retires in the middle of next year 2025. On the same day, Eng. Salah Abdel Karim was appointed Chairman of the General Petroleum Corporation, then Alaa Hagar, the head of the technical office of the Egyptian Natural Gas Holding Company (EGAS), was transferred to be replaced by Eng. Moataz Atef, who was assigned the position of official spokesperson for the ministry, replacing Mr. Hamdi Abdel Aziz, who bid farewell to the ministry after 40 years.

The minister appointed Eng. Alaa Abdel Fattah as Chairman of Elab Company two months after it was left vacant, while there are still other companies and vacant sites.

The coming days will bring surprises that confirm that the minister is determined to make a radical change, especially since he is studying the file of each company president individually and the new position he is nominated for, and this applies to all company presidents, especially the major ones, as the minister is adopting the approach that no company president can stay for more than four years.

The minister is also studying the files of deputies and assistants in the Petroleum Authority and holding companies, as part of radical changes as well, and activating the tasks of each of them and restoring full powers.

In addition to that, the file of those over the age, and the matter will not be limited to the leaders present in the General Office of the Ministry, the Authority and the holding companies only, but also the heads of companies, and whether those over the pension will continue or not, and if there is an intention to keep some of them, especially the projects that have not yet been completed.

As for talking about canceling centralization, this is a matter that is strongly proposed, but it will not be in the way some imagine, especially since some limit the role of centralization to appointments, promotions and the like.

التغيير الذي سيطول كل قيادات البترول (تقرير) 

يبدو ان رياح التغيير الجذرية هبت على قطاع البترول على يد المهندس كريم بدوي وزير البترول والثروة المعدنية ، والذي أصدر عدة قرارات بشأن تغيير القيادات.

الوزير بدأها بتعيين المحاسبة أمل طنطاوي نائباً لرئيس الهيئة للشئون المالية والاقتصادية ، بعد أيام معدودة اصدر قرار بنقل علاء البطل لديوان عام الوزارة في وظيفة هامة ظاهرياً ، غير ان البعض يراها مجرد مكان يقبع فيه علاء البطل حتى خروجه للمعاش منتصف العام القادم 2025 ، وفي نفس اليوم عين المهندس صلاح عبدالكريم رئيساً للهيئة العامة للبترول ، ثم نقل علاء حجر مسئول المكتب الفني للشركة القابضة للغازات الطبيعية "إيجاس" ليحل محله المهندس معتز عاطف والذي اسند له وظيفة المتحدث الرسمي بأسم الوزارة ، بديلاً للسيد حمدي عبدالعزيز الذي ودع الوزارة بعد 40 سنة .

الوزير عين المهندس علاء عبدالفتاح رئيساً لشركة إيلاب بعد شهرين من تركها شاغرة ، بينما لا تزال هناك شركات أخرى ومواقع شاغرة .

الأيام القادمة تحمل مفاجأت تؤكد أن الوزير عقد العزم على التغيير الجذري ، خاصةً وأنه يدرس ملف كل رئيس شركة على حده والوظيفة الجديدة المرشح لها ، وهذا امر ينطبق على كافة رؤوساء الشركات وخاصةً الكبرى منها ، فالوزير ينتهج اسلوب انه لا بقاء لرئيس شركة اكثر من اربع سنوات .

كذلك يدرس الوزير ملفات النواب والمساعدين بهيئة البترول والشركات القابضة ، وذلك في إطار تغييرات جذرية أيضاً ، وتفعيل مهام كلاً منهم وإعادة الصلاحيات كاملة .

يضاف إلى ذلك ملف من هم فوق السن ، والأمر لن يقتصر على القيادات الموجودين داخل ديوان عام الوزارة والهيئة والقوابض فقط ، بل رؤوساء الشركات أيضاً ، وهل سيستمر من هم فوق المعاش أم لأ ، وإن كانت هناك نية للإبقاء على البعض منهم وخاصةً المشروعات التي لم تكتمل بعد .

أما الحديث عن إلغاء المركزية ، فهذا أمر مطروح بقوة ، لكنه لن يكون بالشكل الذي يتصوره البعض ، خاصةً وان البعض يختصر دور المركزية في التعيينات والترقيات وما شابه .
